Paper Selection Process for ANQ Congress 2008
1.Objective
When the ANQ congress commenced, we did not have sufficient participants. After years of hard work by ANQ members, we now have many participants and speakers. As a result we do not have sufficient time to allot for all the papers to be presented as oral presentations. Therefore, we have to limit the number of oral presentations. This will also result in an improvement in the topics and the quality of presentations (some might consider this to be the primary objective.)
In order to accept all the presentations, we have an idea to increase the number of categories. In this case, we have the following problems -
- By increasing the number of categories of the breakout sessions, this will give our participants a wider choice of presentation.
- The audience at each session will be smaller as the number of categories increase. There were cases in the past, where almost only the chairperson and the speakers were present at some sessions.
We do not want this to happen, so there is a need to limit the number of oral presentations. However, we would not like to have a strict screening process. So, introducing poster sessions is the best solution whereby we can accept more presentations.
Also, as ANQ consists of member organizations, the full participation of all of the members is very important. Moreover, as the topics of each region are also very varied, so using a dimensional selection criteria is not only unacceptable but also unfair. Therefore, the selection criteria/process can be very complicated. Fortunately, each organization does have appropriate persons to check the quality of the papers according to their local situation, so ANQ can rely on their evaluation and to accept their evaluated results.
2.Basic Principles
- We should try to improve the quality of papers/presentations
- Selection process should be transparent
- All presentations should be fairly evaluated
- Try to accept as many presentations as possible
- Try to minimize cancellations
- Workload for the selection process should be minimized
- Number of the presentation categories should be 4-5
- Poster sessions can be introduced as a buffer
- Selection process should be in two stages - evaluation by the Local Committee and evaluation by the Central Program Committee.
- If papers are submitted from outside the ANQ organization (e.g. Europe, U.S. etc.), the Central Program Committee should evaluate them.
3.Procedure
- The Central Program Committee should fix the total number of oral presentations for the congress. (Denote this number by O.)
- The Central Program Committee should set a deadline for the submission of abstracts.
Each organization should submit :
- All of the abstracts accepted according to the deadline.
- A summary table of Names of the authors, Titles of the papers, Category of the papers)
(Denote the number of abstracts submitted by an organization i by Ni.).
- The Central Program Committee should accept some submissions from outside ANQ organizations.
(Denote the number of abstracts submitted outside ANQ by No.).
- Calculate the total abstracts submitted. (Denote this number by Ntotal.)
- Fix the total number of poster presentations by Ntotal –O (Denote this number by P.)
We will then know exactly how many presentations we can accept, and how many delegates want to make presentations.
- The Central Program Committee should allocate the presentations as follows -
- All the submitted abstracts from an organization with only one or two applicants will be accepted (Denote this number by Os.).
- All the submitted abstracts from outside ANQ organizations should be evaluated by the Central Program Committee. (Denote this number by Oo and Po.)
- Allocate the number of presentations for each organization other than (1),
- Oral presentations according to the ratio of (O-Os-Oo) / (Ntotal-No-Ns) = Oi.
- Poster presentations for each organization (Pi) will be Ni-Oi.
- The Central Program Committee should notify the numbers of “accepted papers” to all the participating organizations. (Including authors who are not from ANQ member countries Directory to the outside ANQ authors, also.)
- The numbers of abstracts accepted for oral and poster presentations for each organization.
- The Central Program Committee can also request to assign some papers for the oral session for better organization of the program.
- Every organization should review the abstracts submitted through them, and decide who will make the oral and poster presentations according to the numbers allocated to them by the Central Program Committee.
Note) If the host organization conducts their own local congress during this congress, they will be responsible to organize this event independently. However, ANQ will request that the ANQ Congress is organised independently from the local congress as much as possible.
Note : Each organization can select the candidates for “The Best Paper Award” from “young” authors. The number of candidates from each organization should be about 10% of their accepted papers.
